This group is responsible for the overall strategy and operations of Eton College as an institution.
Simon Henderson
Simon Henderson
Prior to joining Bradfield College, Simon was Deputy Head (Academic) at Sherborne School.
He already knew Eton well having taught history here for eight years from 2001. He was Head of History for four of those years.
Simon is a Fellow of the Chartered College of Teaching, a Trustee and former Vice-President (Europe) of the International Boys’ School Coalition and a governor of the London Academy of Excellence.
A graduate of Brasenose College, Oxford, Simon is married to Ali (who is the Chief Executive of Royal SpringBoard, a social mobility charity) and they have four children.
Edward Hayter
Edward Hayter
Edward took up his post as Bursar in September 2025 having previously been the Bursar of St Edward’s School, Oxford.
The Bursar leads the financial, administrative and support functions of the school and provides professional support for various activities that fall outside the day-to-day operations of the school including the School’s endowment and fundraising.
Edward was a music scholar at RGS Guildford and read Politics and Economics at Southampton University. He served for 10 years in the Royal Navy as a Navigator and latterly held an appointment as aide-de-camp to HRH The Princess Royal. He left in 1998 to pursue a career in strategy and corporate finance initially with strategy consultants Monitor Deloitte, then Director of International Strategy at Lloyds Bank and for 12 years an Operating Partner at Lloyds Bank’s Private Equity fund LDC.
He is Chair of his local Parish Council, former Governor of a co-educational Prep School, a keen sailor, cyclist and enjoys playing the bagpipes. Edward is married to Victoria, who does not enjoy the bagpipes and is a teacher at New College School. They have four children.
Paul Williams
Paul Williams
The Lower Master deputises for the Head Master in his absence and is responsible for the day-to-day management of the School.
Paul read Maths at Exeter College, Oxford and stayed on to complete a PGCE before coming to Eton in 1993. He was a House Master from 2010-22 having done a variety of roles including Head of E Block and Master-in-Charge of the Field Game. Until recently, he was a governor of a local state school in Slough, having previously been a governor of a boys’ boarding prep school.
He has four children and his three sons went to Eton. His wife, Becky, teaches at Lambrook School.
Anna Tomlinson
Anna Tomlinson
Anna joined Eton College as HR Director in 2017, having successfully practised HR for more than 15 years in both creative and corporate environments.
Anna read History at Durham before taking a Masters in Human Resource Management at the London School of Economics. Anna also holds a postgraduate qualification in Employment Law and is a chartered member of the CIPD.
Anna leads Eton’s HR team and is responsible for overseeing people-related matters, including recruitment, professional development, and employee relations.
Anna is also a trustee of the Roald Dahl Museum and Story Centre.
Justin Nolan
Justin Nolan
Justin took a history degree at Trinity College, Cambridge. He joined Eton in 1991 and has been here ever since, save for a short foray into the world of fund management where he worked for Société Générale with a focus on emerging markets.
Justin teaches history and history of art at Eton.
Between 2006 and 2017 he was a House Master. Between 2017 and 2020 he was the Deputy Head (Co-Curricular) in charge of sport, music, drama, outdoor education, the CCF and a host of other associated activities.
Justin is currently Executive Director of Communications, Engagement and Development at the College, and is Eton’s lead on the North Barnes Farm project. He is passionate about legacy, stewardship and creating thriving community-centric places.
Justin is married to Rachel and they have four children.
Tom Arbuthnott
Tom Arbuthnott
Tom oversees Eton’s strong and multiple relationships with state sector schools and the community engagement programme, as well as the annual summer schools.
Tom studied at both Oxford and Cambridge universities before becoming a teacher in 2004. From 2010-2016, Tom led an award-winning outreach programme at King Edward’s School, Birmingham.
An Old Etonian himself, he returned in 2016 as Eton’s first Director of Outreach and Partnership (and then Deputy Head).
In 2019, Tom oversaw the launch of the Thames Valley Learning Partnership, creating a foundation for collaborative and effective cross-sector relationships between local schools and students.
Matt Brooks
Matt Brooks
Matt read History at the University of Leeds before qualifying as a barrister.
He joined Eton in 2025 after practising at the independent Bar and acting as General Counsel for Goldsmiths, University of London.
At Eton, Matt deals with a wide range of legal and compliance matters affecting the School and supports the Provost and Fellows’ governance function.
